Calling PreFlop raises with PP or SuitedCon's

Calling PreFlop raises with PP or SuitedCon's

So I am listening to another episode of Cash Plays and he is talking about calling preflop raises with pocket pairs or suited connecters.

In order to call a preflop raise with a mid PP you and the raiser should have at least 10 times the bet in each stack, to call a raise with a it suited connecter it should be 20 times the bet in each stack.

Does this general rule translate to Tournament play at all, or is it a cash game thing only?
